The New Zealand Curriculum

Te Mātaiaho Reference Group

Ensures the refreshed New Zealand Curriculum honours Te Tiriti o Waitangi and is inclusive of all identities, languages and cultures. The members work collaboratively together, and alongside Te Rōpū Kaitiaki, to develop the national components of the refreshed New Zealand Curriculum framework.


Ohu Arataki (Lead Writers)

Oversees and quality assures the writing process for The New Zealand Curriculum draft curriculum content, including applying the design standards to ensure the refresh is bicultural, inclusive, clear & easy-to-use. This group works with Ohu Arataki as the Coherence Oversight Group to ensure coherence across the whole of the refreshed New Zealand Curriculum so that it is bicultural, inclusive, clear and easy to use.


Ohu Mātanga – Maths

Develops the Maths Learning Area content for the refreshed New Zealand Curriculum.


Ohu Mātanga – English

Develops English Learning Area content for the refreshed New Zealand Curriculum.


Disability and Whānau Voices Group

Works to ensure equitable opportunities and representation of the disabled community across the Te Poutāhū work programme.


Local Curriculum Focus Group

Provide curriculum leadership expertise to refresh the School Curriculum: Design & Review section of the New Zealand Curriculum 2007. This provides clear direction to schools and kura on how to use the national curriculum to design and review school curriculum.


Curriculum Voices Group

Provides diverse perspectives and feedback on design, development, and implementation of the refreshed curriculum, as well as on wider initiatives to support teaching and learning. Its 65 members give guidance and recommendations on the support teachers, leaders, learners and whānau will need.


Rōpū Kaitiaki (oversees coherence with Ohu Arataki)

Provides leadership, advice and guidance on the integrity and appropriate weaving of mātauranga Māori grounded in te ao Māori and te reo Māori me ōna tikanga throughout the refresh of The New Zealand Curriculum. The group works with Te Ohu Arataki as the Coherence Oversight Group to ensure coherence across the whole of the refreshed curriculum, and that it is true to Tiriti honouring, inclusive, clear and easy to use.


Youth Writers

Write the Vision for Young People for the refreshed New Zealand Curriculum.


Implementation Design Working Group (IDWG)

The purpose of the Implementation Design Working Group (IDWG) of the New Zealand Curriculum Refresh is to work collaboratively with the Ministry to co-design a strategic approach underpinned by change management and implementation.


Expert Group for Gifted Education

The group shares experience and expertise with the Ministry of Education as they strengthen support and provision for gifted learners at all levels of their educational journey.

This group advises on the development of Pacific bilingual tools and resources.

Advises on ākonga pathways from secondary education into further education and employment; is a forum for exploring best practice and innovations regarding vocational education and training for secondary school students.


Māori Pathways Advisory Group

Dedicated space to discuss pathways in an ao Māori context; helps the Ministry explore how we can contribute to supporting pathways for ākonga Māori in NCEA and beyond.


NCEA Professional Advisory Group

Advises to the Minister of Education and the Ministry on the implementation of the NCEA change package.


Māori-Medium Secondary Qualifications Advisory Group (MMSQAG)

Forum between NZQA, the Ministry and Māori medium education organisations to discuss qualifications and assessment of 16-19 year olds in Māori-medium senior secondary and tertiary education.


Secondary Qualification Advisory Group (SQAG)

Advises the Ministry on senior secondary qualifications, awards, and qualification pathways for secondary students, with particular focus on NCEA.


Subject Expert Groups (SEG)

Provide expert subject advice to the Ministry in the development of new Achievement Standards and Assessment Resources within the Review of Achievement Standards.


Overarching Working Group

Reviews and maintains the Vocational Pathways and provides advice on the system of vocational awards within NCEA.


Iho Pūmanawa

Lead pilot kaiako for pilot kura involved in the development of the new Achievement Standards, Assessment Resources, resource development and provision of professional learning development to kaiako engaged in the pilots. Iho Pūmanawa provide expert advice from first-hand experience with the pilot


NCEA Te Marautanga o Aotearoa Kaupapa Ako Māori Working Groups

The subject experts responsible for the development and production of the TMoA Wāhanga Ako and Kaupapa Ako Māori Subject Achievement Standards and materials.


NCEA Te Marautanga o Aotearoa Kaupapa Ako Māori Panel Leads

Provide the framework, leadership, and facilitation of the working groups that develop products, respond to feedback after public engagement, and has the accountability for the final products at the point of writing of TMoA RAS and Kaupapa Ako Māori materials. Their specialist capabilities are fundamental to the quality assurance approach.


NCEA Mātauranga Māori Expert Reviewers

Provision of quality assurance and review of the NZC RAS Achievement Standards and materials to ensure mātauranga Māori is positioned in the materials. Pre-phase development wānanga and one on one hui to provide further advice and guidance also provided by reviewers where necessary.
